The most significant thing missing in this sequel from the 1999 original isn't Matthew Broderick as the titular Inspector -- his replacement, squinty-eyed French Stewart is a suitable, if poor man's, replacement. No, the biggest thing missing is Rupert Everett's mincing, menacing meanie, Dr. Claw. This time out, the filmmakers have reverted to the TV cartoon's original conceit of never showing Dr. Claw's face as he tells his ruthless minions what evil things to do. As such, the sequel is less dark and more cartoony, but the under-12 target demographic won't mind too much since there are special effects a'plenty. Elaine Hendrix does what she can in her role as a robot, but could mad scientist Bruce Spence give her a little human warmth next time? The coolest development is Dr. Claw's use of a ray that freezes everyone in town, which affords director Alex Zamm opportunities to have some Clockstoppers-like fun. Parents won't mind watching over their kids' shoulders, but they won't like it as much as the original, if they liked it at all.
