A new technology has been developed to stop earthquakes before they begin. Cobra reverses that technology, intending to wreak havoc at a Third World Council peace conference in Japan. Assigned to guard the delegates, the Joes end up in a desperate search for Cobra's booby traps in three different, far-flung locations.
