A flickering streetlight is shining directly into Becker's window, preventing the crabby medico from getting a good night's sleep. But the city has refused to address the issue in a timely manner, leaving a sleepless Becker to resolve the issue personally. Meanwhile, Margaret begins to regret her decision to permit Linda one personal item in the office after discovering that Linda's item has a life of its own.
