An attempt to capitalize on the enormous critical and commercial success of The Fugitive, this effort features Tommy Lee Jones reprising his role as Sam Gerard from the earlier film. Unfortunately, despite another game performance by Jones as the gruff federal marshall, and fine work by Wesley Snipes as the escaped murderer he pursues, the film lacks the tight narrative focus and credibility of its predecessor. Despite continual hints that this fugitive may not, after all, be guilty of the crime of which he is accused, Jones seems unwilling to slow the manhunt. Robert Downey Jr. is effective, if uncharacteristically low-key, as a young federal agent, as is British veteran Kate Nelligan, as Jones' tough boss. Based on the large cast of extras and spectacular aerial shots, the film's lavish budget is apparent, and the set piece stunts (such as a plane crash and the fugitive's leap on to a moving train) are probably the strongest elements in the movie. Despite the budget, the film underperformed at the box office, and did little to enhance the career of its above-the-line players.
