It is not clear why Andy Milligan felt compelled to revisit the plot of his grindhouse goreshow The Ghastly Ones for this superfluous remake. Filmed ten years after the original atrocity, Legacy of Horror finds Milligan graduating to better equipment and a smoother hand. Gone is the erratic hand-held newsreel cinematography of his seedier early works, lensed instead in more conventional 35 mm. The screeching, histrionic casts of the past have given way to actors with better control over their performances. Unfortunately, the results are deadly dull. Milligan's films are usually tense, unpleasant affairs that leave the viewer clenching fists and grinding teeth by the 60-minute mark, but this unique fingernails-on-chalkboard quality is the only remarkable aspect of these ultra-low-budget pictures. Legacy of Horror declaws the original and nothing much to speak of remains. The script still calls for gruesome acts of violence, though these scenes are choppy and fleeting, suggesting that gory effects were filmed and then snipped out as an afterthought. With the film's sluggish pace and mannered, theatrical acting, the end results are bloodless in a way that renders any Andy Milligan production pointless.
