As the dust settles from the events of September 11th, 2001, the families of the terrorist attack's victims are left rudderless as they grapple with overwhelming grief. Attorney Kenneth Feinberg (Michael Keaton), and his colleague Camille Biros (Amy Ryan), find themselves mired in an ethical and moral quandary as they manage Congress's September 11th Victim Compensation Fund and struggle to place a quantifiable value on human life.
