Michael Mak Dong-kit continues with his popular gangster action series Long Arm of the Law with this adventure yarn made in the wake of the 1989 Tiananmen Square crackdown. The film opens with student leaders of the ruthlessly suppressed protests hiring Mainland gangsters to smuggle them out of China. The job, which gets entrusted to Bing (Elvis Tsui Kam-kong) and Doggy (Chen Jing), proves to be a perilous one, as successive police officers demand steep bribes in exchange for not turning the fugitives over to their higher-ups. When they near Hong Kong, the gangsters learn that the border is closed. Yet with some quick thinking and the help of some sympathetic fishermen, they manage to slip their charges into Hong Kong. Unfortunately, a vengeful Red Army officer slips into the colony too and so Bing and Doggy find themselves caught between Mainland forces and Hong Kong cops who want them for previous crimes.
