Synopsis
It's the day after Bartlet's last State of the Union address, and a hostage crisis erupts in Bolivia that drives staffers away from a meeting with an ambiguous agenda, called by Leo. Meanwhile, House Democrats have bad news about an earned-income tax-credit initiative; and Annabeth (Kristin Chenoweth) has to tutor Abbey on proper NASCAR etiquette.
