In a bid to finally end all criminality in the country, the U.S. government is planning on broadcasting a signal that will modify human brains in a way that will make it impossible for a person to commit unlawful acts knowingly. Before that signal sets off, however, career criminal Graham Bricke (Edgar Ramírez) is planning to stage the biggest, most ambitious heist the world has ever seen with the help of infamous gangster Kevin Cash (Michael Pitt) and prolific black market hacker Shelby Dupree (Anna Brewster).
