This video focuses on both the creation and distribution of heroin. The title comes from the "highway" in the border region of China that is known for being the center of heroin production. Focusing on this small part of China, the documentary looks at the police of the People's Republic of China, who monitor drug traffic on a daily basis. The video features footage from the police files, containing film of drug raids; searches of houses and vehicles; confrontations with drug smugglers, producers, and distributors; and the eventual jailing of these criminals. Also included is footage in the United States of the transportation and use of heroin in this country.
