Using the alias "Jeff Parker", Kimble (David Janssen) finds work in a fishing village where Captain Vardez (Joe De Santis) rules with an iron hand. Noting evidence of bubonic plague, Kimble is duty-bound to alert the authorities, even though he himself will be quarantined in town, thus placing himself in danger of being arrested. But the fugitive's most immediate problem is the despotic Vardez, who is not only outraged that "his" town has been shut down due to illness, but also because his daughter Carla (Brenda Scott) is sweet on Kimble.
