Without gaining the consent of the area's farmers, the New Tokyo International Airport Corporation, with the cooperation of the Japanese government, began construction in rural Narita under the protection of riot police. The villagers, along with students from Tokyo, rose up in defiance. Documentary director Ogawa Shinsuke and his film crew participated in these heated confrontations and faithfully recorded the unfolding conflict. This film was the first of the "Sanrizuka" (or Narita) series, which would change the face of Japanese cinema.
