Synopsis by Dan Pavlides
A government official tries to do the right thing as part of a bureaucracy that is rapidly becoming ineffective. The man becomes disillusioned when he realizes that he has given a job to an unscrupulous, dishonest man who is also accused of raping a 14-year-old girl. This is only one of many unethical acts in which he has been involved. In an attempt to forget his own problems and mistakes, he goes out and gets drunk before ultimately resigning himself to continue in his capacity as head of the district.
