George Brent, Bette Davis, and the otherwise stalwart Warner Bros. stock company are let down this time by a portentous screenplay, stilted direction, and a plot that was old hat even in 1935, a good four years or so since Al Capone was summarily sent up the river for tax evasion. Davis did her level best to avoid playing in B-movies like Special Agent, to the point of suspension, and, later, a costly lawsuit, but they made 'em fast and furious at Warner Bros. and few managed to successfully dodge the dreaded B-units.
