Sometime in the late 1980s, the rigorous morality of Soviet social doctrine had unbent sufficiently to allow the first rock 'n roll festival to be held in the USSR, but not so much as to allow Western journalists to cover the event. Instead, authorities permitted a documentary team from nearby Finland to cover the proceedings of Rockpanorama, a seven-day event featuring over four-dozen home-grown rock bands. In interviews, a lot of the musicians respond in English to questions about the significance of this music form.
