Both Officer "444" (Ben Wilson) and Nurse Gloria Grey (Neva Gerber) survive the explosion only to find the sewer tunnel blocked by a locked gate. "Sorry I must leave you in such an awkward fix," The Frog (Al Ferguson), aka Dr. Blakley, sneers, "Try to accept your fate cheerfully." Happily, one of Blakley's captured henchmen knows another way out. At 2 PM that same day, Old Man Haverly's assistant returns from abroad to present the Amalgamated Society of Scientists a list of ingredients for the manufacture of Haverlyite. Together with young Frank Haverly's (Phil Ford) inherited formula this will benefit all mankind. But Gloria recognizes the chairman of the scientists, Professor "Kalium," as a disguised Dr. Blakley, who is promptly arrested by Captain Dugan (Lafe McKee). After suffering through a host of new scientific procedures, including fingerprinting, mug shots and a lie detector test, Blakley is sentenced to spend the rest of his life in prison. The judge, meanwhile, sentences "444" to marry Gloria.
