Synopsis by Hans J. Wollstein

Produced at the Panama-California Exposition in San Diego, California, by the Balboa Company of Long Beach, this patriotic serial was released in 14 installments between September 18 and December 4, 1915. William Courtleigh, Jr. starred in the title role, as a former Annapolis cadet thrown out of the navy for cheating on his exam. He was framed, of course, but is forced to enlist as a regular sailor. Former Ziegfeld Follies beauty Lillian Lorraine co-starred as Annette Illington, whose valuable map to the secret Los Island is desired by certain foreign powers. Needless to say, Neal saves Annette from a series of perils, resurrecting his own good name in the process. Directors Harry Harvey and William Bertram were reportedly offered a $500 bonus each if they could finish the serial in 12 weeks or less. They did and the result was so poor that the distributor, Pathé, almost rejected the finished product.
