Synopsis
Elizabeth is unsure what to do with a literal gift horse given to her by Mongolia, which creates a controversy as she contemplates returning it so as not to upset other Asian countries. Meanwhile, Gov. Sam Evans threatens to sue Ohio for putting President Dalton on the election ballot; and Stevie has an eventful first day as Russell's new intern.
