This ninth episode in the series which began with Gokudo (1968) was directed by Kosaku Yamashita. Tomisaburo Wakayama returns as the powerful Yakuza gangster Shimamura, who arrives back in Osaka with his wife Mineko (Nijiko Kiyokawa) following the events of Gokudo Makari Touru (1972) ready to assume control of the city. The final piece falls into place when the police agree to give him full run of the city's entertainment business in exchange for his aid in defeating a vicious gang known as the "Yatsufuji-gumi." This was really the last significant film in the series, before the Toei Studios began teaming Shimamura with the stars of their other Yakuza movies, the Delinquent Boss in Gokudo vs Furyo Bancho (1974) and the Mamushi brothers in Gokudo vs Mamushi (1974).
