Cynthia Yang Li-ching replaces Michelle Yeoh in the lead for this wild and woolly police thriller directed by Arthur Wong and Brandy Yuen. The film opens in Japan with red army terrorists Nakamura and Michiko Nishiwaki (Michiko Nishiwaki) staging a major heist as a part of an insurance fraud scheme. In the ensuing melee, Tokyo cop Hiroshi Fujioka (Hiroshi Fujioka) loses his partner, and, vowing revenge, follows the criminals to Hong Kong. Rachel Yeung (Yang) is assigned to tail Fujioka to make sure he stays out of trouble. When he happens upon Nakamura et al, a bloody gunfight ensues, resulting in massive loss of innocent life. Later, Yeung tracks down the terrorists and kills Nakamura. Nishiwaki vows vengeance.
