Synopsis by Hans J. Wollstein

Harold Lockwood's second film for the Selig Polyscope Company and his first of at least 19 with that studio's blond leading lady, Kathlyn Williams, Harbor Island featured Lockwood as Frank Franklyn, an engineer in charge of a harbor project that might endanger haughty Isabel Arieno's (Williams) seaside rancho. The team of Lockwood and Williams was highly regarded by audiences at the time, but Lockwood was to find his greatest success a few years later in tandem with another blonde, May Allison. The director of Harbor Island, Lem Parker, appeared in the supporting role of a railroad president.
