Kazukiyo Gowa, Mr. Nishida, Lieutenant Colonel Hirokawa, and other members of the military sympathetic to their cause meet in secret to discuss their takeover of Japan and, more important, what will come after. During the discussion, Nishida mentions the legends of the Kugutsu, a warrior clan who were instrumental in the creation of Japan as a unified nation, yet stayed hidden in the shadows. They wielded power by summoning the Gasaraki and making use of the kugai, powerful creatures left behind after the summoning. Some of the Kugutsu, he says, were also known by another name: kai. Mizuri later asks Sorachi, Yushiro's Noh master, for the truth about Yushiro. Sorachi tells her that he has taken a secret network of paths known only to the Kugutsu to reach Watanabe; also, the real Yushiro died eight years ago, and his memories were transferred into the person she now knows as Yushiro.
