A scam artist posing as "Captain Fremont" promises citizens preferential treatment from police if they agree to take out costly advertisements in the non-existent National Association for Law Enforcement journal. Given membership cards and drawn to promises of not having to pay parking tickets or suffer the consequences for other minor infractions, the angry "members" soon begin flooding the police department with complaints, prompting Sgt. Friday (Jack Webb) and Officer Gannon (Harry Morgan) to go undercover and take action. Despite a slow start to the investigation, a tip on one of the "salesmen" leads the lawmen straight into the headquarters of the operation and the case is cracked.
