On the heels of his son's death due to an instance of police brutality, notorious criminal Ron Whitlock (Bruce Willis) embarks on a no-holds-barred quest for revenge, assembling a team of brutal mercenaries in a plot to overthrow the government. Seizing power at a government-owned nuclear power plant, Whitlock seizes hostages and halts operations, ultimately threatening the destruction of a nearby town until a retired Army ranger (Patrick Muldoon) vows to face Whitlock head-on.
