Synopsis
A police officer is shot to death during a routine traffic stop for an expired license plate, and the killer takes hostage a 17-year-old cop-wannabe who was riding in the patrol car. The probe reveals that more than one person may have been in the culprit's vehicle. Later, tension mounts between Horatio and Rebecca over how to handle the case, a heated disagreement that could affect their personal relationship.
