Dennis (Andre Chimene) and Andy (Hank Amigo) are two friends fresh out of high school who spend the summer days racing their sail buggies up and down the beach, an activity they call "skurfing." When they learn that the city is planning on annexing the pristine, unspoiled section of beach they need to practice their sport, the two decide to get to the bottom of things. Does it have something to do with the old gold coin that Andy found in the sand? He's temporarily diverted when he meets Allison (Stacey Nemour), the mayor's daughter, and the two fall in love after Andy looks up her horoscope on his state-of-the-art computer system. Dennis and Andy throw a rockin' beach party, complete with a live heavy metal band, as a ruse to destroy the offending lifeguard stands that the city has erected where they want to race. After hacking into the City Hall computer system, Andy finds out that the mayor himself has bought the land because he believes there's a treasure of Spanish doubloons buried somewhere in the beach. Suspicions are raised about Allison's knowledge of this shady deal, but after Dennis tries to win the big sail buggy race with a little computerized cheating, all misunderstandings are cleared up and the two lovebirds enroll in community college together.
