Vigilante payback rids one Missouri town of a bully in City Confidential: Skidmore -- Frontier Justice. Though American law is based on a suspect being innocent until proven guilty in court, the legal system can be frustratingly ineffective. That's what prompted the citizens of Skidmore to take the law into their own hands. Local tough guy Ken McElroy was more than intimidating. He was a danger, having been arrested more than 20 times on charges ranging from rape to arson. When one of his children was caught stealing candy from a local store, McElroy punished the owner rather than his child by shooting him in the neck. That was the last straw for the men of Skidmore. As McElroy sat in his truck in July of 1980, fantasizing about how he would further hurt the survivor, he was gunned down. Though he was surrounded by a crowd 40 strong at the time, no killer was ever caught. A&E explores the idea of the ultimate self-defense in this one-hour program.
