The Vim studios in Jacksonville, FL, made four comedies with European comic Manuel Fernandez Perez, who came to the States because he had a hard time working in his homeland during World War I. Even though he spoke practically no English, he directed his own pictures with the help of a translator. Here, Bungles is hired by a mayor who wants to get rid of three titled but penniless men who are trying to marry his daughter (Elsie McLeod). Bungles, however, isn't sure who he's supposed to arrest and the first man he puts behind bars is the mayor. Meanwhile, the three men are dueling for the girl, and Bungles captures all of them and puts them in jail -- including the girl. While Bungles is having problems with the ferry boat, everyone breaks out of jail, swearing to get him. When he returns to the jail, his victims have escaped and they lock him behind bars.
