American-born, U.K.-educated R.O. Pennell spent five years in stock in Great Britain before entering films in Los Angeles in the mid-1910s with Thomas Ince and Lois Weber. The slightly built and quite elderly actor played Czar Nicholas II twice, in Tod Browning's The Legion of Death and in Marshall Neilan's The Rendezvous (1923). His other screen roles were minor.
