When the informant possessing the knowledge needed to bring down a sadistic serial killer suddenly dies, the two cops who vowed to put the madman behind bars are forced to step up their investigation lest the killer make a clean getaway. Later, one of the detectives is hospitalized following a particularly terrifying encounter with the killer, leaving the safety of the streets up to one lone lawman.
