In the first episode of a two-part story, the cabbies are up in arms over the Sunshine Taxi Company's refusal to provide sufficient funds for proper upkeep of their cabs -- especially after Tony's brakes fail at a crucial moment. Organizing into an ad-hoc union, the gang appoints Elaine (Marilu Henner) as its shop steward -- and after an unsuccessful meeting with management, she leads the other cabbies on a strike. As it turns out, however, the lack of maintenance money is not due entirely to negligence, but is largely the handiwork of a certain book-juggling dispatcher named Louie (Danny DeVito).
