Although the ending to this routine mystery was easily guessed, star Herbert Rawlinson does credible work. A gentleman crook known only as "the Eel" has been robbing crooked political bosses and slipping through the fingers of the police. Mayor John Norton (Edward Davis) wants to clean up the city, but the political corruption is hampering him, so he enlists the help of noted criminologist Miles Manning (Rawlinson). Meanwhile, Norton's daughter, Cordelia (Kathleen Myers), tracks down the Eel and asks him to help her father. He agrees but when he meets with the political boss to obtain information he discovers that he has been tricked. The police and the mayor are notified of the Eel's presence, and when they arrive at the boss' home, they discover that the Eel and Manning are one in the same. Manning has been posing as the crook to get his hands on information that will incriminate the boss and his underlings.
