A serial killer is terrorizing a quiet suburban area in Miami, and as the citizens of the city cower in fear, the mayor launches a tireless quest to capture the maniac before he strikes again. It used to be a neighborhood where little happened, but these days the citizens of the suburbs are bolting their doors and drawing the blinds. As the killer abducts his latest victim and initiates the poor soul into a world of pain and depravity, the mayor recruits two detectives to find the murderous madman and make the streets safe again.
