An undercover cop botches the infiltration of a dangerous gang, only to be listed as a wanted criminal after the gang's armed robbery goes awry in a gritty Hong Kong crime thriller that follows in the tradition of City on Fire. Despite their best efforts, police simply cannot seem to get enough evidence to bust violent gang leader Yip Fan. When undercover cop Blackie Lau agrees to go undercover and bring the kingpin down, all seems to go according to plan until a group of innocent civilians are gunned down as a direct result of his inaction. With their reputation on the line and an enraged public clamoring for justice, the police force attempts to save face by listing Blackie as one of the city's most wanted criminals.
