By speaking with local politicians and the very women who work in the massage parlors, Hurley reveals just how local laws permit prostitution, and exactly what steps lawmakers are taking to get those laws reversed. A conversation with Korean immigrant and spa owner Heather permits viewers a rare glimpse into a thriving - but still quite shady - industry.
