Director Tara Hurley examines the peculiar legal loophole that makes prostitution in Providence, RI massage parlors legal as long as the cash-for-sex exchange is conducted behind closed doors. By speaking with local politicians and the very women who work in the massage parlors, Hurley reveals just how local laws permit prostitution, and exactly what steps lawmakers are taking to get those laws reversed. A conversation with Korean immigrant and spa owner Heather permits viewers a rare glimpse into a thriving - but still quite shady - industry.
