This movie includes two closely related documentary features. The first is, "Emden Goes to the USA." In 1976, it was announced that the VW auto plant in Emden West Germany was to be shut down so that a factory could be opened in the U.S. where labor costs were much lower. In the second, "We Can Do So Much," the effort to mount an organized protest about the plant closure in Emden is shown in great detail, though it eventually fizzles.
