Cyclone on Horseback (1941)
by Hans J. Wollstein review

Smoother than his almost-namesake Harry Woods, Harry Worth was one of the classiest of B-Western boss villains and proves a formidable foe in Cyclone on Horseback, whose familiar plot is lifted by his presence. Cyclone, in fact, was typical of the kind of Westerns RKO would make all through the 1940s: fast-paced, well-cast, and with the superior production values only a major studio could provide. As an added bonus, RKO employed a seemingly limitless array of pretty and competent young actresses to provide romantic interest, in this case Marjorie Reynolds, who went on to stardom at Paramount.
