If it were still in existence today, this cheap programmer would only be notable because it shows a young Norma Shearer in the ingenue role. In spite of the title (probably used only because it would cause a stir in the days of Prohibition), there is little indication that the villains are rum-runners at all. Jose Fernand (Paul Panzer) seems more interested in luring Helen Barnes (Shearer) onto his ship than he is in smuggling. The innocent orphan miss goes, accompanied by her younger sister Alice (Jane Allyn). With the boat out to sea, Fernand proceeds to attack the girls. But Olive Wood, Fernand's former girlfriend (Hazel Flint) is determined to see her ex-lover behind bars and contacts the revenue men. Helen's sweetheart. Jack Seville (Walter Miller) also happens to be a revenue officer, and she gets hold of him by wireless. Seville jumps in his plane and flies to her rescue. Fernand's boat wrecks in a storm, leaving the girls and smugglers cast ashore on an island. Seville and Fernand come to blows, and Helen's virtue is saved.
