This cable-TV documentary offers a minute-by-minute account of a power outage in Chicago during the sweltering summer of 2002. It was caused by the reattachment of a cable to a power grid, but just knowing how it happened did not mean that it was a problem easily or quickly solved. With the aplomb of a Hollywood thriller, the special cuts rapidly back and forth among the utility company officers, the city fathers, and the average people who were all profoundly affected by the unfolding crisis. Blackout was a presentation of The Learning Channel.
