When a young government official tries to fight the combined threats of a drought and famine, he is met by political obstacles, an uncooperative head of police, and his own superior's lack of interest. In spite of his efforts, and due to the government's apathy, riots break out -- and the young official's son has not come home from school. Worried sick over the fate of his little boy, the man does not know where to turn -- until a pedicab driver arrives with some good news at last.
