Disbarred federal prosecutor Michael Santana (Steven Bauer) agrees to go to work full-time as an undercover agent for the OCB. Santana continues his "cover" job as associate to Cuban-American businessman Guzman (Maximillian Schell), who is busily smuggling aliens into the US and a huge amount of gold elsewhere. As part of his assignment, Santana goes after a pair of criminal siblings who want to get their mitts on Guzman's gold themselves.
