OCB agents McPike (Jonathan Banks), Lifeguard (Jonathan Banks) and Nona (Lora Zane) conduct a search for rogue undercover agent Vinnie (Ken Wahl), who has killed two henchmen of crooked chemical company CEO Harriet Weiss (Bonnie Bartlett). Vinnie manages to find refuge in a wharfside church, where he befriends Father Patrick (Eddie Bracken) and enlists the priest in his anti-pollution crusade. A violent act of retribution perpetrated by Weiss and her cohorts forces Vinnie out into the open--and sets the stage for his seemingly inevitable doom.
