A rookie cop discovers that murder can be addicted after attempting to bust a pair of serial psychopaths, and taking the fall for his partner's murder. When Billy and Barbara take a hostage, ambitious cop Matthew and his grizzled partner William find themselves facing down two of the most brutal criminals the city of Westbrick has ever seen. Somewhere in the ensuing fracas, William is shot dead. Later, city bureaucrats attempt to pin the killing on Matthew, shattering the young cop's illusions about upholding the law and protecting the innocent. Before long, Matthew takes the law into his own hands, embarking on an ultra-violent revenge spree that makes Billy and Barbara blood red with envy.
