In this run-of-the-mill post-revolutionary film, a communist leader in central Vietnam has difficulties gaining the trust and support of the local people and also has a group of organized conservatives trying to block the changes to the area's social and governing systems. Dire threats are made against the leader's life, but he resolves to stay on and do the best he can.
