In a future when overpopulation leads to strict laws about unlicensed child-bearing, an officer tasked with executing outlaw breeders experiences an unexpected crisis of conscience. 100 years into the 21st Century, the population of planet Earth is approaching 10 billion. In order to salvage the planet's shrinking resources, a law is passed stating that any unlicensed parent will be executed without trial. Solomon Cage is a Population Control Officer with a fierce reputation for enforcing that law. But when Solomon realizes that the illicit mother he's pursuing is the same woman he fell in love with years ago, and that the child she's sheltering is his long lost son, he experiences an intense crisis of conscience that could cost him much more than just his career.
