Still, his cautious reaction to a GOP-passed bill barring illegal immigrants from getting driver's licenses in the Golden State is uncharacteristic. Meanwhile, Donna tries to figure out why Hoynes, who's leading in California (and is about to be endorsed by a major Latino group), hasn't gone there to campaign.
