Plans for a new factory have been drawn up, and the ground has been cleared. Now the builders only need a final clearance from the government to begin building. However, the ground-clearing process has damaged the soil and endangers the local environment. A director in a nearby ecological study center is called upon to decide if building should proceed, and he decides against it. However, he suffers qualms of conscience and is also receiving considerable pressure from others to change his mind. His mind is set at rest when a young scientific co-worker presents him with new information.
