This installment to the Sailor Victory series follows a disgraced city official's fateful decision to join forces with the evil Margarita, who would like nothing more than to destroy the Sailor Victory crew. With his help, Margarita believes she can annihilate the "fair city" in which the girls cohabitate. Of course, Sailor Victory has no intention of letting disaster occur and sets off to protect their town and its population at all costs.
