The origins of the 1994 genocide in Rwanda are examined in Rwanda: History of Genocide, which provides the historic background necessary for understanding the events of that year. The Tutsis had been the ruling faction for many years, enjoying the support of foreign powers, which included the Germans, French, and Belgians. The Hutus did not have this high status, and when it became apparent that democracy was a possibility, they embraced the ideal. This was not in keeping with the thinking of the Tutsis, who welcomed the idea of independence, but with their leadership intact.
