It's an old cliché that everyone talks about the weather but no one does anything about it. But filmmaker Robert Greene demonstrates that, for good or ill, that's no longer the case in this documentary. As global warming and uneven distribution of water have an increasing impact on the global environment, a growing number of scientists are not only studying ways to control temperature and precipitation but see it as a key to humanity's continuing survival. But as we learn to control wind, rain and the seasons, are we truly acting in the best interests of the world, or playing God in potentially dangerous ways? And can the weather be used as a weapon against our enemies -- or against ourselves? A number of leading scientists and environmental activists discuss the history and current state of the art in controlling the weather, as well as the potential consequences of learning to bend nature to our will in Owning The Weather, which received its world premiere at the 2009 Full Frame Documentary Film Festival.
